RRCA Accounts Management, Inc. (RRCA) is a third-party collection agency based in Illinois. RRCA has received consumer complaints alleging violations of the Fair Debt Collection Practices Act (FDCPA), including failure to verify debts and attempting to collect debts not owed. Is RRCA Accounts Management a scam?

They’re legit. According to the Better Business Bureau (BBB), RRCA Accounts Management, Inc. is a business services company. The BBB does not provide any information about RRCA’s founding date. The BBB established a profile page for RRCA in 1998 and has posted a notice indicating RRCA management has not yet claimed BBB’s listing. Buzzfile indicates that RRCA was founded in 1989. Buzzfile also estimates RRCA’s annual revenue at just under $1 million and the size of its headquarters staff at 10 employees.

According to its website, RRCA “is a full-service collection agency … that has been successful in the collection business since 1979.” RRCA ”continues to grow and is now in its third facility…Over the last 30 years, RRCA has made 2 acquisitions of other collection agencies,” which has allowed it to expand its reach into neighboring regions.

RRCA’s primary market is “medical care facilities and providers.” In addition, “RRCA services utility and retail clients, all sizes of businesses, property owners, and municipalities.” As a full-service collection agency, RRCA offers “a full range of collection services, including an in-house attorney.” Aside from these descriptions, the RRCA website does not offer any detailed information about its collection practices or services.

The RRCA website itself includes many tabs to pages that have not yet been populated with information. For example, the “Pay Online” tab and the “Services” tab each lead to pages that read, “Coming soon!” The Employment tab indicates that RRCA does not have any open positions. The Client Access page includes an email address link for clients who wish to submit spreadsheets with new collection account information and a link to a third-party site that allows existing clients to access their account information. There is also a Prospective Clients tab with an email address and a link to a registration form.

The RRCA website provides little information about its regulatory compliance policies. They have posted a Collector’s Pledge, stating that RRCA management “adheres to ACA International’s Collector’s Pledge.” This pledge asserts that RRCA collectors have agreed that they “believe every person has worth as an individual; …that every person should be treated with dignity and respect; …that they will make it their personal responsibility to help consumers find ways to pay their just debts; …and that they will be professional and ethical.” However, the RRCA website does not provide any links or references to consumer protection resources, laws, or enforcement agencies.

How many complaints are there against RRCA Accounts Management?

Complaints against RRCA Accounts Management  cite problem resulting from disputes about the validity of debts and the accuracy of billing and accounting practices. In July 2018, a complainant stated that he had received “a collection notice from RRCA for a bill, which was in good standing… in 2015/16” for a healthcare provider that had“been bought out by” a larger healthcare services provider. The complainant stated that he had “been making monthly payments on his balance to” the original creditor, but “when… the provider switched hands, he did not receive a bill from them to pay the balance.” Subsequently, he began “receiving collection notices for a bill from 3 years ago, without any other notification, which will now be added to his credit record.” The complainant insisted that he had “paid the balance in full.”

In August 2017, a complainant alleged that RRCA Accounts Management had “charged his credit card without authorization for a new bill not in collection and used his card to pay for a collection bill.” According to the complainant, the healthcare provider “wanted him to pay $80.00 for contacts…without seeing if the trial worked.” Allegedly, he had “told them he did not need them because he uses the same prescription in both eyes,” but the doctor “ordered them without seeing if they worked.” The complainant stated that RRCA does “not have the right to charge his card” In addition, he stated that “neither of the responsible parties… are still at” the healthcare provider. He alleged further that the doctor “gives prescriptions without seeing if they work and without trials,” stating that the doctor “wanted colored contacts and wanted the complainant… to pay without trials.” The complainant stated that “both the healthcare provider and RRCA are frauds guilty of illegal practices.”
RRCA did not respond to either of these complaints. The BBB cited RRCA’s failure to respond as the reason for the rating of F.

RRCA Accounts Management Calling You?

Federal laws protect you. The Fair Debt Collections Practices Act (FDCPA) regulates the behavior of collection agencies by prohibiting actions such as the use of abusive or threatening language; harassment; or the use of false or misleading information to collect a debt. The FCRA regulates how collection agencies and creditors report delinquent debts to credit reporting agencies. Additional consumer protection laws include the Telephone Consumer Protection Act (TCPA) and the Consumer Financial Protection Act (CFPA).

But here’s the rub: If you want to enforce your rights, or recover money for violations — you need to sue. These laws provide individuals like you with a means to seek monetary damages in court. For example, the FDCPA allows consumers who have been violated to recover damages of up to $1,000, plus attorney fees and court costs.
