Is Central Portfolio Control a scam?

They’re legit. According to the Better Business Bureau (BBB), Central Portfolio Control, Inc. is a legitimate collection agency founded and incorporated in 1998. The BBB opened its file in 2001. CPC is listed as a collection agency. The BBB has posted an Alert warning consumers that CPC has been cited for instances of misconduct. Buzzfile estimates Central Portfolio Control’s annual revenue at $3.9 million and the size of its staff at 29 people

According to its website, CPC is “a full service and nationally licensed collection agency focused on the recovery of distressed accounts receivable.” Their stated mission is to provide “clients with the highest quality recovery services available and exceed expectations delivering bottom line results.”

Who does Central Portfolio Control collect for?

Central Portfolio Control collects delinquent debts for most of the usual consumer lending industries, including credit cards, retail credit, and auto financing. CPC also collects delinquent real estate accounts for homeowner associations and home mortgage lenders. In addition, CPC’s commercial collections division collects delinquencies for business-to-business including construction and contracting companies and equipment leasing. CPC cites intimate knowledge of the rules and regulations governing each industry as its strength.

CPC’s online payment page provides information about making payments over the phone, by mail, online via a payment portal, or using Western Union. Their consumer resources page provides links to Ask Dr. Debt, CreditKarma, Mint.com, and MyMoney.com. However, their compliance information is limited to a statement inviting feedback. There are no links or references to consumer protection laws or enforcement agencies, and no mention of compliance policies or employee training.

How many complaints are there against Central Portfolio Control – CPC?

As of October 2017, the BBB has given CPC a rating of B+. The BBB has closed 53 complaints against Central Portfolio Control in the past three years, with 5 complaints closed in the past 12 months. Most of those complaints allege problems with advertising and sales. Since March 2015, the Consumer Financial Protection Bureau (CFPB) has closed 22 complaints against CPC. According to its website, the Commerce Department of Minnesota in October 2013 filed a statement of charges against two prominent Minnesota-based collection agencies for “allegedly operating without a license and using money collected…for personal extravagances, [such as] “season tickets for both the Minnesota Twins and the Minnesota Wild; utility bills, parts for [an agency manager’s] classic Corvette, meals, and home and cabin costs; and a vacation in Costa Rica including a chartered fishing trip, zip line tour over eleven waterfalls, golf, a Segway tour, horseback riding, and white water rafting while staying at two different upscale spa and golf resorts.” Although this investigation did not specifically target Central Portfolio Control, the Department was acting in a wider effort “‘to shut down abusive debt collectors to stop them from illegally lining their own pockets and harming consumers and businesses.’”

According to the BBB, the Minnesota Department of Commerce on October 29, 2013, took separate action “against Central Portfolio Control, Inc.’s collection agency license for attempting to collect on payday loan debt when it should have been known that the loans were written by unlicensed lenders in MN making them illegal and void loans.” These practices violate FDCPA provisions against “deceptive practices in connection with the collection of a debt.” In addition, the FDCPA prohibits the collection “of any amount (including any interest, fee, charge, or expense incidental to the principal obligation) unless such amount is expressly permitted by law.” The Minnesota Department of Commerce required Central Portfolio Control to pay a civil penalty of $2,000 and sign a statement agreeing that:
1. the violation as described occurred and CPC will resolve it in this manner;
2. CPC is aware of its right to a hearing and hereby waives that right; and
3. CPC has been advised of their right to legal counsel and has either had legal counsel or waived their right to legal counsel.

    This company is calling me from a cell or spoofed number 703-570-7942. They refuse to identify why they are calling and keep attempting to gain information and say inaudibly the company name from which they are calling. They call numerous times a day, weekly. They have made no attempt at mail communication. They do not identify up front the purpose of the call.

    I just starting getting texts from them as well. I called and the guy I spoke with one had an old address for me from 7 years ago. He stated that I owed Citi Health 986.00 from 2010. I have been able to get credit cards rent apartments and buy a car and that h as not shown up on my report. WTH!!!!!

    First of all if you’re going to try and collect a debt make sure it’s not 11 years old…. Also make sure that the debt was actually sold to them…see I called the hospital you said the debt was from and they sent me to the collections company they deal with….funny thing is they never sold the debt…

    Last but not least I will be turning your company in and filing a formal complaint and speaking with an attorney and possibly pursue charges for harassment …..

    CPC called daily for months on end in Aug-Oct 2019. When I picked up they asked for a person who I never heard of. After months of these calls, I found out who/ where and called and spoke to a manager/superior in Manntucket giving my name and phone number to be removed from their list as there was no such and such here, ever. I told them to remove my number from their list and to never call here again or I would report them for harassment. My spouse also called twice and left voicemail for a return call and never heard from anyone. Those calls came in from a 206 area code. Now the calls have started up again this March from a 360 area code asking for the same person.

    Central portfolio control calls me 20 or more times a day. Back to back. They text me to call them but don’t answer my text on what’s it about. I’ve checked my mail and do not see anything with their name on it.

    CPC has been calling me early in the morning & late at night. The woman I talked to was very rude and intimidating, and she said the only way I could pay off my debt was if I gave her my credit card number over the phone.

    CPC calls my house phone multiple times a week. I have never actually talked to them. They have my maiden name, and the only debt I can think of would be medical bills but I was always insured due to my father being in the military.

    I continue to get 3-4 calls a week from CPC. I do not have ANY debts! I am becoming increasingly frustrated with the number of calls and voicemails I am getting from them. I try blocking the number, and they call from a different number.

    These people have called me many times. I have superior credit, and no outstanding debts. I really don’t have any idea why they continue to call me, or what debt they might be calling about. On each occasion, the caller repeats her name, and attempts to confirm personal information from me. It takes three or four attempts at disclosure before the caller identifies her company, Central Portfolio Control. At this point I tell the caller to place me on their Do Not Call list and to never call me again. A week later they call again. This is harassment. What can I do?

    For over a year and a half I get weekly calls from this company for a woman who hasn’t worked here in years on my work phone for a Hospital Emergency Department so I can’t block the number. I have contacted their VP on voicemail to ask for remediation, and received a voicemail in return stating it would be remedied months ago- it has not. I have attempted to speak to the representatives who call and have been screamed at and cussed at, and hung up on. This constitutes harassment. I have submitted complaints with the BBB, and the WA State Attorney General’s Office, and will be submitting further complaints with the Minnesota State Attorney General’s office and the Federal Trade Commission if this incessant calling does not cease.     I got a letter from them stating that I owed a local hospital something like $4,000, The letter said that if I responded within 7 days, they would cut the bill in half. So I called them to try and get more information about the bill. They said the only information that they had was the date of the bill and that my daughter was the patient. I asked them if they could send me a copy of the bill, they said no. They also informed me that since I had called I would have to make a payment immediately in order to still get the half off deal. I informed them that I was refuting the charges and would make contact with the hospital myself. I contacted the hospital and the charges that CPC said I owed were actually paid.
    Fast forward, I have been recieving robo calls at least three times a day. Sometimes when I answer they just hang up. Now I just got another letter from them and the bill has gone up to $9,919.00. I call the company and it’s for the same date and child. I inform them that bill was paid in full. I also wanted to find out how the bill had more than doubled. I was told that I was being charged interest. I am pretty sure that they cannot charge interest, but I will check that out. I haven’t called the hospital yet, but that bill was paid by Medicaid so I am going to be making a report to them about this.

    Hi,
    My husband been get a call from these people (952) 215 0403. He has no idea what they are talking about they are saying he owes 9K from 1998. It wasn’t always 9K it got up to 9K, he dont’ even know what it is. They cant even tell what credit card, my husband has been able to finance cars and other line of credit. This has never shown up on his report. They called me at work, saying they thought it was my cell phone. They are rude and threatening us with 12% every day. They said they sent it to court, we never heard anything about going to court. WTF are they? They call are cells phone our jobs every dam day not stop leaving messages about us getting arrested. I don’t know what we are to do? please don’t call me email, if i see a 1800 i am not going to answer.

    This Company CPC has been calling me saying that owe Chase Manhatten $29,000 and had a judgement from 2005, first of all if i did i knew nothing about it and 2nd it is 2018 and why now are they calling we at home at least 3 times a day, robo calling and now contact me at work threatening we with wage garnishing and will take any all things i own. just to make it clear NO credit card company would give me with bad credit $29,000 line of credit. I have been told that this a scam and that these people are looking to scare people in paying something that they do not owe. I need them to STOP calling me.
