Is Saturn Systems a scam?

They’re legit. According to the Better Business Bureau (BBB),Saturn Systems, Inc.was founded and incorporated in 1997. The BBB established a profile page for SSI in 2004. The BBB lists SSI as a collection agency. Buzzfile estimates SSI’s annual revenue at $287,000, and the size of its headquarters staff at 4 employees.

According to its website, SSI provides the “highest quality collection service available.” SSI’s service was “designed by a seasoned collection professional who has been in the collection industry” for many years. SSI sates that its mission is “to stay on top of the ever-changing world of technology and collection law to provide cutting edge services and products to their family of customers.”

Saturn Systems provides collection services to a variety of businesses and industries, including consumer debt; healthcare and medical service provider debt; government debt; and retail lender accounts. SSI also accepts commercial business-to-business accounts.

SSI “provides an efficient, cost-effective service for businesses that require assistance with their slow paying and bad debt accounts.” SSI uses three distinct approaches to collect delinquent debts—flat fee services; “hardcore collections phase I”; and legal services. SSI’s flat fee collection services “incorporate the power of the computer with the most effective letter campaign available in the marketplace today.” SSI’s “hardcore collections” use “more traditional methods.” During the legal phase, SSI “turns the account over to a qualified attorney for court related actions.”

The SSI website is client-facing and does not provide any information about its regulatory compliance policies. There are no links or references to consumer protection resources, laws, or enforcement agencies.

In February 2017, an employee of a business filed a complaint alleging the owner of Saturn Systems had “solicited him via phone to see if he wanted to purchase new accounts.” The complainant said he wasn’t interested and alleged that the owner of SSI “then contacted his supervisor and gave him the impression that he had wanted the accounts, so the complainant’s boss agreed.” The complainant stated that he was “then emailed a contract… to which he replied on the following Monday, …stating that he did not want the accounts.” The complainant said that he had again let SSI know he still did not want the accounts, but SSI allegedly sent an email in which the owner of SSI said that the complainant should have “told him he didn’t want the accounts sooner.” The complainant responded by sending a “copy of the email he had sent” previously, but the owner of SSI allegedly responded that “he did not receive the initial response because he did not have access to the email account he sent the contract from.”The complainant stated he had not “utilized these accounts and did not wish to continue doing business with” SSI. He stated that the “fact that the owner of SSI has an email account that he does not have access to was not made known to” him.He also stated that it is SSI’s “responsibility to notify” him that he needs “to send correspondence to an alternative email address from the one the contract was sent from.”

In response, Saturn Systems stated that “this complaint is totally incorrect.” SSI stated that they “had not contacted the complainant …regarding reordering” at the time indicated in the complaint. SSI said it had been “several months prior to that, and that SSI had never given the owner…the impression that …they… had approved a reorder.” SSI said they had “contacted the owner, …which was already a client, to see if he wanted to take advantage of special pricing… He allegedly agreed, so SSI invoiced him for the agreed price. SSI’s system automatically sends a copy of the contract to the client coming from their server,” and now, “3 days later, their office manager…. replied to the email which went nowhere requesting cancellation of the contract to which the owner had agreed.” SSI said that its “serverdoes not accept incoming emails,” and that SSI does “not offer refunds or cancellations, so this invoice must be paid.”

The complainant rejected the attempted resolution, stating that the accounts were sold under false pretenses, and that they had made it clear they were not interested in acquiring any more accounts from SSI. Saturn Systems and the complainant continued to argue, with the complainant ultimately requesting that the complaint be resolved through arbitration.

The Fair Debt Collections Practices Act (FDCPA) regulates the behavior of collection agencies by prohibiting actions such as the use of abusive or threatening language; harassment; or the use of false or misleading information to collect a debt. Additional consumer protection laws include the Telephone Consumer Protection Act (TCPA) and the Consumer Financial Protection Act (CFPA).
