Is USCB America a scam?
They’re legit. USCB America is a legitimate debt collection agency. According to the Better Business Bureau (BBB), USCB was founded in 1915 and incorporated in 1968. Headquartered in Los Angeles, USCB America is listed as a collection agency. Buzzfile estimates USCB’s annual revenue at $27.7 million, and the size of its staff at approximately 213 people at its headquarters.
According to its website, “USCB America is the largest privately held Receivable and Resource Management company in the State of California.” Employing over 400 people in four locations, USCB provides “innovative business process outsourcing and revenue cycle management solutions to improve management efficiencies, increase cash flow, reduce administrative burden…and redundancy, and reduce overall operating expenses for…clients.”
Who does USCB America collect for?
USCB America’s full-service ARM and BPO service include a third-party collection division for healthcare providers, retail and banking creditors, and government municipalities. ARM and BPO services feature “call center solutions, resource staffing, insurance billing, claims follow-up and denial management programs, and presumptive charity care screening.” Collection services include “pre-collect and early-outs, self-pay bad debt portfolio management, and complete back-end revenue cycle management.”
The USCB America website has an extensive regulatory compliance page. They cite employee training in adherence to major regulatory laws, including the Health Insurance Portability and Accountability Act (HIPAA); the Health Information Technology for Economic and Clinical Health Act (HITECH); the Fair Debt Collection Practices Act (FDCPA); the Gramm-Leach-Bliley Act (GLBA); and data security.
USCB’s vision is to be “the largest, most successful, employee owned receivable and resource management company nationwide.” As a result, their client-facing website does not offer information, resources, or links to consumer protection laws, resources, or enforcement agencies.

In 2018, a proposed class action was filed against USCB, Inc. in which a California woman claimed the debt collector failed to clearly identify her alleged creditor.
Consumer complaints against USCB America indicate a tendency toward inaccurate documentation of billing and collection accounts. For example, in February 2016, a complainant indicated that he had received a letter from USCB requesting payment for a delinquent medical bill. The complainant confirmed that all of the information on the bill was accurate and indicated that he made an online payment the previous month. He confirmed that the payment had processed through his bank, but when he logged on to his customer account on his healthcare provider’s website, the payment had not posted, and he was “left to wonder what USCB did with his payment.”
In November 2015, a complainant indicated USCB America had submitted derogatory information to the credit reporting agencies although he had never received information from the creditor that any of his accounts were being sent to collections. He indicated further that bills had been sent to a previous address and had not been forwarded. He insisted that he had been making payments with the original creditor, but objected to USCB and the creditor taking aggressive actions without first giving him the chance to address alleged delinquencies. Although most companies—including collection agencies—utilize BBB’s complaint portal to post responses to consumer complaints, USCB provides the same response to all complaints on the BBB site:
“Based upon the requirements of both the FDCPA and HIPAA, we are unable to address any complaints of this nature, and cannot admit that we have this matter to address, without a release from the individual lodging the complaint. If a release which is satisfactory pursuant to the Fair Debt Collections Practices Act and the Health Insurance Portability and Accountability Act is received, the allegations could be addressed. Specifically, the release must address permission to publish personal health information and/or possible debt collection information in a response that can viewed by the general public that has access to the Better Business Bureau.”

The Fair Debt Collections Practices Act (FDCPA) regulates the behavior of collection agencies by prohibiting actions such as the use of abusive or threatening language; harassment; or the use of false or misleading information to collect a debt. The FCRA regulates how collection agencies and creditors report delinquent debts to credit reporting agencies. Additional consumer protection laws include the Telephone Consumer Protection Act (TCPA) and the Consumer Financial Protection Act (CFPA).

This company calls every single day. The last time I talked to them last week I had explained I have a chronically ill child that is in and out of the hospital. That i am only able to make 20$ payments because they are not the only 1s I need to pay. No sympathy nothing. Instead I got well do you have a 401k?? Refinance your house?? Pull out a small personal loan!! When I told him none of that is possible he continued to tell me that the calls will not stop even if im making payments regularly

I received a notification from my LifeLock that I had 2 reportings on my credit report from USCB I contacted them and they had no record of me until I provided my SSN I then found it was from when my daughter was taken to the Kaiser emergency room from a fall at her grandparents house I then asked why didn’t a invoice or statement be mailed and I was told that mail was sent to a P.O. Box address that I had not had for over 11 years I asked them how much was it and why is it in two different reportings I don’t know if the 1160 was the amount to be honest I was just so angry that this is now on my report I got the money together to pay the amount due and then they told me I needed to contact them in 30 days when I asked for a letter. I have no idea what do is there anyway I can get this off my credit report?

I received negligent care at a Sutter Hospital, and I suspect because I am uninsured. Have spoken to medical professionals and commonfolk who are stunned at the details of my ER visit. Truly, that hospital and particular physician should be held accountable and I should begin litigation. Meanwhile, the $5,000+ total of multiple hospital dept billing has been mostly taken care of, but USBC America is dunning me for around $30. This is $30 that they will NEVER see under any circumstance. I don’t want them affecting my credit reports. Like all debt collectors, USCB America is filth, and like too many hospitals, Sutter needs to get the smackdown (it is being sued already for other reasons – https://www.usatoday.com/story/news/nation/2018/03/30/sutter-health-lawsuit-california-hospital-consolidation/474742002/) Also, I have a recording of USCB’s robotic and garbled collection call, absolutely disgusting.

I just got 5 Negative reports on my credit report in one month , I have NEVER gotten a bill or notice and so I called them. I was told they will provide nothing in writing to me to figure out what this is about and why they have negative scores for me. How do I get it off my credit report..now i have a letter score of F on my payment history because of them and it isn’t right! I pay my bills!
